  1. Preheat the oven to 350°F (175°C). Line a muffin tin with cupcake liners.
  2. In a large mixing bowl, whisk together flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.
  3. In another bowl, whisk the buttermilk, vegetable oil, eggs, vanilla extract, and Irish cream liqueur until smooth.
  4. Pour the wet mixture into the dry ingredients and stir until just combined.
  5. Divide the batter evenly among the prepared cupcake liners, filling each about two-thirds full.
  6. Place in the preheated oven and bake for 18-20 minutes, or until a toothpick inserted into the center comes out clean.
  7. Remove from the oven and allow the cupcakes to cool in the tin for 5 minutes before transferring them to a wire rack to cool completely.
  8. In a large bowl, beat the softened butter until creamy. Gradually add powdered sugar, mixing on low speed until combined.
  9. Add Irish whiskey, heavy cream, and vanilla extract, then beat on high speed until light and fluffy, about 2-3 minutes.
  10. Once the cupcakes are completely cool, frost each cupcake with the Irish whiskey frosting.
